Contract Manager

Job Summary: The Contract Manager performs complex contracting, provider network development, quality assurance, and compliance activities to ensure that services delivered by external providers meet contractual, regulatory, and performance standards. This position oversees the full lifecycle of contracts, from procurement and onboarding through monitoring and renewal, and works collaboratively with internal departments, external providers, government entities, and community stakeholders. Core duties include developing contract specifications, ensuring compliance with state and federal regulations, conducting performance monitoring and site reviews, providing technical assistance and training to providers, and maintaining accurate records and reports for oversight agencies. The Contract Manager also participates in strategic planning to expand provider networks, address service gaps, and implement best practices for service delivery, including Housing First and recovery-oriented approaches when applicable.

This role requires strong analytical, organizational, and interpersonal skills, as well as the ability to interpret complex regulations and manage multiple projects concurrently. The position operates under general supervision with significant latitude for independent judgment and decision-making.

Essential Duties & Job Responsibilities:

  • Develop and execute provider contracts in compliance with regulations and agency policy.
  • Monitor provider compliance and performance.
  • Provide technical assistance and training to providers.
  • Maintain accurate provider directories and network information.
  • Ensure data reporting and analysis are timely and accurate.
  • Support network expansion and recruitment.
  • Develops and manages contracts, including Requests for Applications (RFAs), credentialing, negotiations, and amendments.
  • Monitors provider performance through desk reviews, site visits, data analysis, and corrective action planning.
  • Maintains provider directories and communicates changes to stakeholders.
  • Provides technical assistance and training to ensure compliance with program requirements.
  • Participates in network development and targeted recruitment to address service gaps.
  • Ensures accurate and timely submission of reports to funding and regulatory agencies. Coordinates with internal departments to align contract deliverables with organizational goals.
  • Conducts quality assurance reviews to verify billing accuracy and service delivery compliance.
  • Provide optimal trauma-informed care by completing all required training and consistently incorporating trauma-informed principles into service delivery as applicable, including, where appropriate, recognizing the signs and impacts of life-changing experiences, demonstrating awareness and sensitivity in interactions, creating a safe and supportive environment, and applying best and promising practices in work with clients, families, staff, and others.
  • Provide suicide-safer care by completing all required training; responding appropriately to and managing crisis situations, including assessing risk of harm to self or others and implementing necessary safety measures; supporting access to suicide prevention and intervention services for all individuals; and, for clinical roles, completing required screenings, safety planning, and caring contacts in accordance with policy and practice standards.
  • Provides optimal service to all clients, both internal and external. Responds promptly, professionally, and respectfully to client needs, requests, and concerns; communicates clearly; maintains confidentiality as appropriate; and collaborates effectively to resolve issues and support the health, dignity, independence, and success of those served.
  • Provide bilingual services, when applicable, by communicating directly with individuals of limited English proficiency in the target language or by facilitating access to appropriate language assistance resources, in a professional and effective manner

Regular, predictable attendance is considered to be an essential requirement for this position. Other duties may be assigned. May require a flexible work schedule.

Education:

Required:

  • Graduated from an accredited college or university with a Bachelor's degree with a major specialization in Human/Behavioral/Social Services or related field. Master's degree preferred.

License:

Required:

  • Current and valid driver's license and a clean driving record.

Preferred:

  • Project Management

Experience: 

Required:

  • Minimum 5 years of experience in human services, business administration, or related field.

Preferred:

  • Experience in budgeting, program evaluation, and provider network development.

Hours: Full - Time.

Workdays: Monday - Friday

Workhours: 9:00AM - 5:00PM.

Salary: $67,390.17, annually.
