Job Summary: The Financial Analyst position is in the Budget & Revenue division of the Business Office.  The Budget and Revenue division's general responsibilities include preparation and maintenance of the annual operation budget, accounting and fiscal compliance reporting for all revenue sources including fee for service billing and contractual funding sources, preparation of monthly financials, participate in annual independent audits and agency and grantor audits, and prepare financial analysis as assigned.  This position is supervised by the Budget and Financial Analysis Director.

Financial Analyst IV:  Performs highly advanced (senior-level) financial analysis and regulatory work.  Work involves administering financial processes and systems; reviewing, analyzing and evaluating financial data; preparing reports and responding to inquiries, and recommending and approving appropriate action to resolve financial and regulatory problems.  May plan, assign and/or supervise the work of others.  Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement.

  • Knowledge of and an ability to interpret, analyze and apply local, state and federal fiscal rules and regulations and grant contract fiscal compliance requirements
  • An ability to define problems, collect data, establish facts, prepare financial analyses and forecasts and draw valid conclusions. 
  • An ability to effectively present information and respond to questions from management, employees, grantors and the general public
  • Advanced excel spreadsheet skills, word processing and accounting software
  • An ability to apply concepts such as fractions, percentages, ratios and other mathematical concepts in routine analysis. 
  • An ability to employ advanced reconciliation skills to all financial work.
  • An ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
  • An ability to work independently with minimal guidance from trainers and supervisors.
  • An ability for assigned financial analysis to develop processes to achieve managers objectives that may include: 

    • retrieving large amounts of data into several mediums (excel, access, etc); 
    • summarize and categorize data; 
    • apply excel formulas for comparative analysis and 'what if' scenarios; 
    • review for reasonableness and accuracy 
    • prepare management presentation.



  • Bachelor's degree (B.A.) from a four-year college or university; major in Accounting, Finance or Business Management.   



  • Current and valid Texas driver's license and a clean driving record. 



  • A minimum of two years' experience in preparing financial statements, government accounting, budget preparation and financial analysis (Experience and education may be substituted for one another).

Hours:  Monday-Friday, 8:30am-5:30pm. 

Salary:  $107,146 annually.
