Job Summary: Operations Manager - Special Projects reports directly to the Director of Program Integrity & Contract Compliance and is responsible for the planning, development, management, and implementation of projects as assigned. Work will include coordination, communication and collaboration with Managed Care Organizations (MCOs) regarding oversight of Texas Resilience and Recovery Prior Authorizations, Clinical Reviews, and Appeals. This leadership position works in collaboration with non-clinical areas including fiscal operations, quality management, utilization management, and management and information systems in order to implement new initiatives and improve current clinical processes. This position coordinates and/or supervises the activities of personnel involved in the coordination of activities with Managed Care Organizations as well as special projects as assigned.

Knowledge, Skills and Abilities:
Knowledge of the principles and practices of public administration and management and of local, state, and federal laws and
regulations relevant to the program operations area. Understanding of behavioral health services best practices. Understanding of clinical and physician/patient protocols. Knowledge of Medicaid, Medicare and other third party payment methods. Extensive
knowledge of principles and processes involved in business and organizational planning, coordination, and execution including
resource allocation, leadership techniques and production methods. Proven abilities in supervision (clinical and/or administrative) of personnel. Ability to create a high functioning team to carry out broad strategic goals. Uses deductive reasoning to apply general rules to specific problems to come up with a logical explanation for why a series of seemingly unrelated events occur together. Ability to identify the nature of problems, develop and implement solutions, using the PDSA methodology. Tracks outcomes based on metrics. Experience in using root cause analysis for problem evaluation and identification of lessons learned to redirect efforts. Ability to establish goals and objectives; to devise solutions to administrative problems; to develop and evaluate administrative policies and procedures; to prepare reports; to communicate effectively; and to oversee program activities. Skill in identifying measures or indicators of program performance and in operating a computer and applicable software. Ability to organize and prioritize work assignments. Highly skilled in providing guidance and direction to staff, including setting performance standards and monitoring staff. Skills in
motivating, developing, and directing people as they work. A proven record of the ability to establish and maintain effective working relationships within an organization and the community. Strong verbal and written communication skills. Ability to interact with diverse groups and lead them to consensus. Excellent interpersonal skills.

Salary: $82,700.80 - $105,435.20 annually.
