Director of Procurement

Job Summary: Integral Care is seeking a strategic and experienced Director of Procurement to lead and oversee all procurement and contract management operations for the agency. This individual will ensure compliance with state and federal regulations, drive process improvement, manage supplier relationships, and help deploy to fully leverage our Workday ERP system. The ideal candidate has experience in a public sector or nonprofit setting, with working knowledge of State of Texas procurement regulations, grant-funded purchasing, and automated workflows within an ERP system.

Key Responsibilities:

  • Lead all agency purchasing and contracting activities in accordance with applicable local, state (e.g., Texas Administrative Code), and federal (e.g., Uniform Guidance) procurement laws.
  • Develop and implement procurement strategies that support cost efficiency, transparency, and timely delivery of goods and services across clinical, administrative, and capital project needs.
  • Ensure consistent application of procurement policies across departments.
  • Serve as the procurement system lead for Workday ERP implementation, helping with design, managing configurations, approvals, and reporting workflows.
  • Train staff and end users on best practices within the ERP system to ensure compliance and accountability.
  • Coordinate with internal stakeholders to identify procurement needs, recommend sourcing strategies, and ensure timely delivery of goods and services.
  • Oversee contract development, negotiation, and execution.
  • Review contracts and procurement documents for completeness, accuracy, and compliance; collaborate with Legal as needed.
  • Ensure ongoing vendor performance evaluation, including compliance with service level agreements (SLAs).
  • Maintain and update agency procurement policies and procedures to reflect changes in regulations and best practices.
  • Ensure full documentation and audit readiness for internal and external reviews, including those related to state and federal grants.
  • Assist with procurement training and support for internal users navigating Workday procurement modules.
  • Monitor procurement KPIs and prepare reports for executive leadership and board presentations.

    Regular, predictable attendance is an essential requirement for this position. Other duties may be assigned. May require a flexible work schedule.

    Education:

    Required:

    • Bachelor's degree in Business Administration, Finance, Supply Chain Management, Public Administration, or other.
    • Certified Texas Contract Developer (CTCD) or Certified Texas Procurement Manager (CTPM).

    Experience:

    Required:

    • 7+ years of procurement or purchasing experience, preferably in a governmental, nonprofit, or healthcare environment, including 5+ years of leadership or supervisory experience.
    • Demonstrated experience managing procurement in an ERP environment.
    • Strong knowledge of federal and state procurement regulations (e.g., Texas Administrative Code, 2 CFR Part 200).
    • Experience working in a governmental, healthcare, or grant-funded organization.

      Hours: Full-Time.

      Workdays: Monday - Friday.

      Workhours: 8:00AM - 5:00PM.

      Salary: $100,522.24 - $122,186.48 annually.
